China has become a successful and valuable partner in the World Trade Organization now for nearly two years. In order to promote the continued development of world cooperation China is further opening its doors to international professional experts in order to keep the momentum of social and economic development alive and ever-expanding in the new world of cooperation and cultural exchange. CIEP, as a leader in the field of Human Resource development will sponsor this Human Resources Conference in order to explore employment opportunities together with all levels of government in our provinces and regions in order to deepen our reform process and to provide the broadest possible opportunities for foreign talent to explore and participate more profoundly in the opening of the world to trade, investment, work, education and social development.
CIEP held three successful International Exchange of Experts conferences in Nanjing in 2001, 2002 and 2003. The conferences are all sponsored by the Nanjing Municipal Government, the Jiangsu Provincial Government, the China Association of International Exchange of Personnel and the China International Talent Exchange Foundation. The Conferences were all approved by the State Council and sponsored by the China State Administration of Foreign Experts Affairs. The 2005 conference will penetrate even further into the provincial and local areas of China thus bringing the vast and dynamic resources of these fast-developing regions onto the world stage. The Nanjing Human Resources Conference now enjoys a profound and trusted reputation as the "place to be" for those interested in playing an important role in the economic development of China.

The focus of CIEP 2005 will be "Attracting Global Expertise and Promoting All-around Development". The conference reflects the Goals of the Eleventh Five-year Plan for China's social and economic development. The Plan emphasizes further updating of expertise exchange, promotion of the services sector, renovating and modernizing technology, improving management and utilizing new communications technologies in regional and local environments and enterprises. Domestic market development will be stressed using the vast experiences of international talent to aid in this process.
CIEP Nanjing 2005 will stress the following five points:
1. Introducing foreign experts into the fields of economy, technology, management and education, and consulting on overseas training projects;
2. International HR forum;
3. Staging an exhibition of successful foreign expert cooperation projects and soliciting further project development proposals;
4. International certificate exhibition;
5. The holding of a large Job Fair for international professional experts.

Delegates from national units and departments responsible for the introduction of expertise in provinces, autonomous regions, municipalities directly under the Central Government, and ministries under the State Council; foreign HR exchange organizations (including expert organizations and training organizations); HR organizations and companies in China and abroad; headhunting companies; international certification organizations; training companies, and consulting companies; individual foreign experts, international specialists, overseas students and their group representatives, and delegates from risk investment organizations.
